Her Greatest Majesty Empress Xi Shan

Born into the royal Vherokior Shan dynasty whose lineage traces back to the Starkmanir clan chiefs, Xi Shan is the Empress of the Shan Clan Caravan. Eschewing foolish notions of republicanism so admired by other minmatar, the Shans rule by absolute decree over their scattered loyal semi-nomad populations.

The holding of slaves is politically tricky in minmatar politics, so the Shans bypass such moral quibbles by holding serf colonies, whose task it is to work their menial lives in order to raise goods and finance, which is then tithed to fund the Royal Shan Imperial Fleet. This serfdom and Imperial tithe is a duty and an honour for the low born, a chance for them to contribute to greatness. The ships of the fleet are opulent and ostentatious, replete with gold plated hulls and luxurious interiors.

The Shan Imperial fleet is unarmed and specialises purely in science and exploration, prizing agility, speed, and secrecy over armour and weapons.

In her youth the Empress become involved with the Order of the Holy Sangha and through them succeeded in traveling beyond The Gate and met with The Watchers. The space time distortions this venture entailed broke her body, which required rehousing in extensive cybernetics. She later penned The Way of the Watcher, and The Weakness of Flesh, and amongst her followers is regarded as a living saint and the greatest of the Vherokior mystics.

She now leads the effort to map all of New Eden and Anoikis worm hole space, mapping and surveying each planet and moon. Industrialists believe she is doing this to gain even more wealth and riches. Her admirers believe she is a scientific philanthropist selflessly pursuing and sharing knowledge.

However, for those of more suspicious minds, and who believe part or all of her extraordinary journey beyond The Gate combined with her activities thereafter, suspect she may simply be assaying said space volumes fin service of the mysterious Watchers.

Xi herself stays silent on her intent.
